An integrated pest management (IPM) approach is the most effective method to control cockroaches. Chemical use should not be assumed as a successful standalone method, particularly in severe infestations. Sanitation and exclusion can be just as important.
Most pest cockroach species hide in dark, sheltered areas and eat at night. Inside, they can harbor in various areas; outside, you will find them in and around vegetation, mulch, trees, etc. Focus on these areas.
